Special District Rules You Must Know Before Applying
The official notification contains specific restrictions for three districts that many candidates overlook. These are critical if you plan to apply for Idukki, Wayanad, or Kasaragod.
Idukki, Wayanad, and Kasaragod – Special Conditions
As per G.O.(Ms) No. 6/2026/P&ARD dated 22.01.2026, candidates appointed from the ranked lists of these three districts will face the following restrictions:
- Working arrangement, deputation, transfer, and mutual transfer will not be permitted for a minimum of 10 years from the date of appointment.
- Promotions will also be limited to within those specific districts only during this 10-year period.
This is a significant restriction. If you prefer flexibility in posting or expect transfers in the future, carefully consider your district choice before submitting your application.
General District Transfer Rule
For all other districts, as per G.O.(MS) No. 154/71/PD dated 27/05/1971, a candidate appointed in one revenue district cannot be transferred to another district unless they complete 5 years of continuous service from the date of commencement. Even after 5 years, the transfer is subject to the rules in G.O.(MS) No. 36/91/PD dated 02.12.1991.
Differently Abled (PwD) Reservation
As per G.O.(Rt) No. 136/2025/SJD dated 06.06.2025, 4% of the total vacancies are reserved for eligible Differently Abled candidates with the disabilities specified in the Rights of Persons with Disabilities Act, 2016.
Age Limit – Exact Birth Date Range
- General Category: 18 to 40 years
- Eligible birth dates: 02.01.1986 to 01.01.2008 (both dates inclusive)
- SC/ST: Age relaxation as per Kerala PSC norms (upper limit not to exceed 50 years)
- OBC: Age relaxation as per Kerala PSC norms (upper limit not to exceed 50 years)

Medical Certificate – What the Official Notification Says
The notification specifies that candidates must submit a Medical Certificate in the prescribed format to prove physical fitness and vision. This is a mandatory document.
Who Can Issue the Medical Certificate?
The medical certificate must be issued by a Government Medical Officer not below the rank of an Assistant Surgeon.
What the Certificate Must Cover
The Medical Officer must certify the following:
- Height – Male: 5’2″ (157.48 cm) / Female: 4’9″ (144.78 cm)
- Vision – Normal, and whether free from Colour Blindness
- Physical Fitness – Whether the candidate is ‘fit’ or ‘unfit’ for outdoor work
The certificate must include the Medical Officer’s signature affixed on the candidate’s photograph (leaving the face clear), along with the office seal, place, and date.
Note: The medical certificate format is officially part of the notification (Category No. 21/2026). Candidates should obtain this certificate from a government hospital before the document verification stage.
How to Apply – Step-by-Step Guide (One Time Registration)
The official notification mandates that all applications must be submitted online through the Kerala PSC official website. No other mode of application is accepted.
Step 1: One Time Registration
Visit www.keralapsc.gov.in and complete One Time Registration if you haven’t already. Candidates who are already registered can skip this step.
Step 2: Upload Your Photograph
- Your photograph must have your name and the date the photo was taken clearly printed at the bottom.
- Photos uploaded meeting all requirements are valid for 10 years from the date the photograph was taken.
- New profile registrations must upload a photograph taken within the last 6 months.
Step 3: Apply for the Post
Log in with your User ID and Password → Go to the Notification Link for Category No. 21/2026 → Click “Apply Now”.
Step 4: Choose Your District
Select one district only from the dropdown. Double-check this — you cannot change it after submission, and applying for more than one district leads to disqualification.
Step 5: Final Submission
- No application fee is required.
- After submission, the application is received as provisional — details cannot be deleted or altered.
- Download and save a printout or soft copy of your application via “My Applications” in your profile.
Step 6: Aadhaar Linking
Candidates who have an Aadhaar card must add it as Identity Proof in their profile.
Step 7: Exam Confirmation
If a written/OMR/Online Test is scheduled, candidates must submit an exam confirmation through their One Time Registration profile within the stipulated period. Only confirmed candidates can download their Admission Ticket (available 15 days before the exam date). Candidates who do not submit confirmation will have their applications rejected.
Ranked List – Duration and Validity
- The ranked list will remain in force for a minimum of 1 year from the date of publication.
- It will continue until a new ranked list is published after the minimum 1-year period expires, or until 3 years — whichever is earlier.
- Candidates in the list will be considered for both the announced vacancies and any additional vacancies reported during the currency of the list.
Important Rules from the Official Notification
- Candidates already in government service holding the same post in any district are not eligible to apply for this post again through this notification. However, they may apply for higher or lower posts when notified separately.
- Profile corrections made after the last date (03.06.2026) — whether self-made or requested through the PSC office — will not be reflected in the application. Such corrections take effect only from the date they are made.
- KS&SSR Part II Rule 10(a)(ii) is applicable for selection to this post.
- Original documents proving qualification, age, and community must be produced when called for.
- Submitting bogus claims regarding qualifications or experience will attract disciplinary action under Rule 22 of Kerala PSC Rules of Procedure 1976, including disqualification, debarment, or criminal proceedings.
Equivalent Qualifications
As per the official notification, qualifications recognized by executive orders or standing orders of the Government as equivalent to the specified qualification — including higher qualifications that presuppose the acquisition of the lower qualification — are also acceptable. Copies of Government orders declaring equivalent or higher qualifications must be produced when required by the Commission.
